I know that tzitzit are only required to be worn in the daytime, because the commandment says "and you shall see them." Does this ruling also apply if a person is in a public area(such as the mall, a wedding, party, social gathering, etc.) if the room is well-lit, so that you can see a person clearly? Any citations and sources, also. Todah V’ Shalom.
Answer
The understanding is that the indication that tzitzit should be seen is not a requirement concerning the lighting available but rather about the time of day when "seeing" is naturally possibe, that is during daylight hours.
