Why do we read the Haftara in Mincha and not in Shacharit on a fast day?
Answer
The custom to read the Haftarah on fast days during Minchah and not during Shacharit is brought in the Tosfot Megilah 21a; since the verse of the Haftarah relates to performing charity and normally that will be done towards the evening so we read the Haftarah at Minchah after we did Tzedakah.
