Question
Does a Chazan make a Bracha over a Tallit that he would wear for Maariv?
Answer
Night is not the time of the obligation of Tzitzit, so one should not make a Bracha over a Tallit for Maariv, Chazan or any individual.
Regarding Shacharit and Mincha - there is a Machloket if a Chazan should make a Bracha. See Shulchan Aruch OC 14:3, Mishna Brura ibid 14:11.
