Question
I cannot find when and how and to whom the Noahic law was given. Would you please inicate where in the Torah is the corresponding chapter & verse. Or maybe it is found in the oral law?
Answer
The Talmud (Sanhedrin 56B) learns the seven Noahide Mitzvot from the verse in Genesis 2; 16.
It is all expounded in a homiletic way (Midrash, Oral Torah) and not from the simple meaning of the verse.
Most authorities understand that Adam himself was commanded to keep these Mitzvot and all non Jews since.
The seven are: Idolatry, "Blessing" of the divine name, Murder, Sexual transgressions, Theft, Courts system, Eating a limb torn form a live animal.
