I heard that Hatarat Nedarim must be done in front of 3 Shomrei Shabbat people. Is it true that one of them must be a Talmid Chacham? Let us say the person doing Hatarat Nedarim is embarassed to say it in front of any Talmid Chacham since they all know him must he still do so?

You should have your vow annulled before three people that at least one of the three should have a reasonable level of knowledge in the laws of annulling vows. It does not necessarily have to be a rabbi or a first class Talmid Chacham; nonetheless it can not be in front of someone that is not familiar with the laws of Nedarim.
